Mr Muwanga,
The draft agreement does not include three key elements:
1. Arrest and punishment of individuals suspected of having committed
war crimes and crimes against humanity, including well known killers
like Makenga, Bisimwa etc.
2. An end to interference in the DR Congo's internal affairs,
including the permanent cessation of Rwandan aggression and Uganda's
sponsorship and support of terrorist activities in the DR Congo.
3. A Permanent dis-armament of the M23 bandits and their repatriation
to DR Congo to be offered programmes of rehabilitation, resettlement
and re-integration into civilian life. This would require a permanent
closure of their training camps and sanctuaries inside Uganda and
Rwanda.
