The contention lies some where else. It is not true that whatever laws the Ugandan parliament enacts are good for the country. A classic example being the "public management" law. The NRM numbers in Parliament make it possible for them to force through whatever laws that benefit them.
Uganda is at that stage where you the elite must not only quote the law when applied unjustly, but also be prepared to oppose bad laws if forced onto you.
As perennial beggars, are we getting value for money when we invest in these good for nothing mayors? Do we need a minister for Kampala, an executive director and a Mayer for the same authority stretching a mere 189 km² ?

Kampala is an Authority created by an act of parliament. It is in the league like URA, UIA, PPDA, CAA, DDA, etc etc. Tell one authority which is headed by an elected executive other than KCCA. That is where the problem starts from. All authorities should be headed by technocrats supervised and regulated by parliament

There are allegations that each councillor was given 5,000 US Dollars to kick out Lukwago. They should come out clearly on this.
