Mr Kayihura,
The one good thing I can say about your police is that in 1989, they
refused to accept me at the Central Police station when I was dumped
there semi-conscious by an NRA terrorist unit(ESO or CMI). The
commander in charge at the time (at about 8.30 PM) refused to put me
in your cells because he feared I would die as I had been so badly
beaten and tortured and was tied up kandooya style. I was then made to
disappear ( in fact locked up in the dungeons of Lubiri barracks). So
to ask me to "trust" your militia police and its allied death squads
is akin to trusting Lucifer to take care of the blood bank. Thanks for
your invitation, but no thanks.

Ps: The NRA militia Unit who kidnapped me took away my eyes glasses
and never returned them. Mr Kayihura, those glasses are of sentimental
vlaue to me as I used them to sit most of my exams here in London. Is
it possible for you to look for them so you can return them to me? If
you do this, it would help to demonstrate that some remnants human
kindness still repose in your militia.
