I believe Museveni himself said he knew she waas doing drugs and to say Museveni or govt was responsible can only be so if Museveni did not strongly admonish in any way but but allowed her to slowly kill herself in order to get rid of a blown up incidence that Uganda MPs are bow doing drugs besides all the negative appendages are reputed for. Thats is where I blame Museveni - knowing the woman approached him for her addiction but choosing not to interfere; To him it one spoiler self-destructing without his involvement.
