Atuhairwe, the Lrd Mayor is not ceremonial He exercises both legislative and executive powers, which is not in consonance with our national constitution. The same with the Divisional Mayors. Kintu Committee wanted an amendment to allow City Hall and divisions to elect their own speakers.
The war of Jennifer and her tea boys will not go through due to legal predicaments. But Lukwago should also keep the status quo by abandoning Besaigye who is now a political liability in Uganda.
