Does an entrepreneur need a licence to import sugar? I thought they
would allow the free trade mantra of competitive markets to prevail:
ie let sugar importers compete and the market eventually will
determine the actual price of sugar as a result of the competition. By
regulating the allocation of import licences, the door is opened wide
open for acorruption and abuse of office and the artificial
manipulation of the market by interrupting the chains and patterns of
supply. Licensing can only make sense if itt is a tarriff measure to
protect local sugar production from unfair competition and also to
protect quality and health and safety standards.
